May 8, 1939, the Inter-State Water Company filed a petition with the Illinois Commerce Commission seeking permission to increase the rates which it might be authorized to charge its consumers for water service in the city of Danville and adjacent territory, including the villages of Tilton and Westville. The commission notified these municipalities of the proceeding instituted by the water company.
