The grand jury of Hardin county returned an indictment against the appellee charging him with the offense of unlawfully and willfully practicing dentistry without having a certificate from the Board of Examiners of the Kentucky State Dental Association registered in the county in which he resided and practiced, and without having a certificate of qualification issued by the State Board of Dental Examiners registered in the county of his residence, and in which he engaged in the practice of dentistry.
