INTRODUCTION

Plaintiff brings this action for declaratory and in-junctive relief, claims for money damages, and for counsel fees and costs of litigation. Plaintiff is an incarcerated inmate presently kept at the Bay State Correctional Center (BSCC) in Norfolk, Massachusetts, a medium security facility (walled). Plaintiff was previously incarcerated at MCI-Lancaster (Lancaster), a minimum security facility (unwalled).
