WILLIAMS, Circuit Judge.

This appeal represents the tail end of Reginald Wilson’s protracted effort to obtain a shorter prison sentence for his July-2001 conviction for possession with intent to distribute crack cocaine. See 21 U.S.C. § 841(a)(1). Wilson pleaded guilty pursuant to a plea agreement contemplating the possibility that, based on Wilson’s cooperation, the government would move for a reduced sentence on his behalf under either U.S.S.G. § 5K1.1 or Rule 35(b) of the Federal Rules of Criminal Procedure.
