DONNELL, District Judge.
[¶ 1] This ease concerns the availability of the defense of equitable estoppel against a governmental agency seeking to collect a judgment on a creditor’s claim. The District Court granted the agency’s motion for summary judgment. For the reasons stated herein, we affirm.
