Appellant Socorro Independent School District and other school districts 1 (collectively “Socorro”) argue that pursuant to constitutional and statutory appropriations, they were deprived of approximately $90 million of a supplemental technology allocation that the appellee State Board of Education (the “Board”) refused to distribute.
