This cause is here on certiorari to review a judgment of the Appellate Court for the Second District affirming a decree of the circuit court of Lake county entered on April 23, 1930, enjoining the city of Waukegan, its mayor, commissioners and former treasurer, from further carrying out the provisions of a resolution of the city council passed on July .13, 1928, for the purchase from Edith T.
