McLaughlin, J., entered March 25, 1982, granting Secretary Richard Schweiker’s motion for judgment on the pleadings pursuant to Fed.R.Civ.P. 12(c) based upon the Report and Recommendation of Magistrate John L. Caden and dismissing the complaint.
