OPINION

FLORES, Judge.

Respondents, City of Albuquerque (City) and the City of Albuquerque Personnel Board (personnel board), appeal the district court’s reversal of the personnel board’s decision to uphold the termination of Petitioner Alfred R. Walck (Walck), an officer of the Albuquerque Police Department (APD). We address two contentions: (1) that the personnel board’s conclusion that Walck engaged in conduct unbecoming an officer is supported by substantial evidence; and (2) that the personnel board’s conclusion that Walck engaged in untruthfulness is supported by substantial evidence.
