MEMORANDUM OPINION 1

Before the court are various motions to determine whether venue of these cases should be in the Bankruptcy Court for the District of Delaware or in the District Court for the Virgin Islands, Bankruptcy Division (“USVI”). Involuntary chapter 11 cases were filed against Innovative, Emerging and Prosser 2 in Delaware on February 10, 2006. Thereafter, on July 31, 2006, Innovative, Emerging and Prosser filed voluntary chapter 11 cases in the USVI. In the Delaware involuntaries, Debtors filed motions to transfer venue to the USVI. The…
