Presently before the court in these three consolidated voter registration eases are the parties’ cross motions for summary judgment. Plaintiffs in the first case, No. 4:95-cv-45 (the “ACORN ease”), are the Association of Community Organizations for Reform Now (“ACORN”), the Kalamazoo Chapter of the Bertha Reynolds Society, Juan Cahue, Joe Ziolkowski, and intervenor-plaintiff Project Vote.
