Rodney Brown died after police officers tasered him, physically subdued him, and placed him in a patrol car. His mother, Shirley Brown, filed a lawsuit against the police officers involved and the City of Cleveland, alleging violations of the Fourth and Eighth Amendments. Defendants filed a joint motion for summary judgment, claiming qualified immunity and denying municipal liability.
