Before the Court are plaintiffs’ application for an award of attorneys’ fees and expenses of litigation; State Defendants’ motion for review of taxation of costs by the Clerk of Court; and plaintiffs’ motion for an interim award of attorneys.’ fees, costs, and expenses.
