SMITH, Circuit Judge.
While the outcome of this case may yield major consequences, we are, as the Commonwealth concedes, confronted with two “relatively narrow” and “more technical issues” on appeal. Appellants’ Br. 3. This lawsuit challenges the constitutionality of two provisions of Pennsylvania’s election code: 25 Pa. Stat. Ann. §§ 2911(b) and 2937.
