MEMORANDUM OPINION AND ORDER

McLAREN, District Judge:

In recent years, college campuses across the Nation were swept by an unprecedented wave of student unrest. Healy v. James, 408 U.S. 169, 171, 92 S. Ct. 2338, 33 L.Ed.2d 266 (1972). In response to increasing violence, Congress and the legislatures of a majority of the states enacted measures dealing with student conduct.
