On the 12th day of November, 1912, the appellants filed in the Pope circuit court, a petition for certiorari, in which they alleged: That they were citizens and taxpayers of that county and that on May 20, 1912, they were appointed commissioners of public buildings by the county court of Pope County, and qualified and entered upon the discharge of their duties as such.
