The City of Atlanta and its city council appeal an ordér granting mandamus absolute requiring the city council to call a special election to fill a vacancy existing in the office of president of the city council.
Evidence presented to the trial court establishes without contradiction that in October of 1977, Mr. Carl Ware was elected by the voters of the city for a four-year term as president of the city council.
