My view of the issues and the legal principles to be applied thereto require a reluctant disagreement with the conclusions of my colleagues. The conclusions of the majority result in a denial of preliminary relief in the form of an order permitting certain students, members of the plaintiff class, from provisionally voting in a State election to be held on November 2, 1971.1
