OPINION AND ORDER
CRABB, District Judge.
This case involves a dispute between defendant City of La Crosse and a number of La Crosse residents regarding the presence of a monument bearing the Ten Commandments in a city park. Similar disputes have become increasingly common in recent years. In just the last few weeks, two federal appellate courts have considered whether the presence of the Ten Commandments on public property violates the establishment clause. See Glassroth v.
