WISDOM, Circuit Judge.

We are asked to construe the Florida Assignment of Accounts Receivable Act. In Florida, as in most states, the legislature has adopted a statute designed to protect non-notification accounts receivable financing. The statute in question, Chapter 524, Florida Statutes, 1957, F.S. A.,1 provides that an assignee may perfect his assignment of accounts receivable by filing a notice of the assignment with the Secretary of State of Florida.
