This is an appeal from a decision of the Pulaski County Circuit Court assessing damages against Pulaski County for violation of civil rights. Based on a Pulaski County Court judgment that Pulaski County violated the civil rights of Pulaski County taxpayers under the Fourteenth Amendment to the United States Constitution, specifically under 42 U.S.C. § 1983, appellee Nora Harris asserted a right to damages in circuit court. We hold that the county court lacked subject matter jurisdiction to consider the claim of violations of the United States Constitution.…
