In this case, we are again called upon to review a decision of the District Court interpreting the consent decree ("Decree”) that ended the American Telephone and Telegraph Company (“AT & T”) antitrust litigation. See United States v. American Tel. & Tel. Co., 552 F.Supp. 131, 226-34 (D.D.C.1982), aff'd sub nom. Maryland v. United States, 460 U.S. 1001, 103 S.Ct. 1240, 75 L.Ed.2d 472 (1983).
