In February 1998, plaintiff, John D. Terry, was terminated from his employment at defendant, Watts Copy Systems, Inc. (Watts). Terry later filed a complaint with the Illinois Human Rights Commission (Commission), alleging that he was fired because of a handicap, in violation of section 2 — 102 of the Human Rights Act (Act) (775 ILCS 5/2—102 (West 2000)). In June 2000, a hearing was held before an administrative law judge (ALJ) of the Commission. In December 2000, the ALJ entered a recommended order and decision in Watts’ favor, which the Commission later adopted. Terry appealed that decision…
