LOGAN, Circuit Judge.

Defendants Benjamin J. Roscoe and Geraldine M. Roscoe appeal from the district court’s order permanently enjoining them from specified actions relative to an apartment building they own in New Mexico. 1 Plaintiffs are current or former tenants of the apartments. The mortgage on the apartments is insured and subsidized by the United States Department of Housing and Urban Development (HUD), upon certain conditions pertaining to the use and management of the property.
