In this C.R.C.P. 106(@2)(4) action seeking review of a prison disciplinary action, plaintiff, Keith Frazier, appeals the trial court's dismissal of his complaint for failure to pay the costs of certifying the record. We conclude that an indispensable party is absent, vacate the judgment, and remand with directions.
