Upon remand of Michael L. Davis’s qui tarn lawsuit, see United States ex rel. Davis v. District of Columbia, 679 F.3d 832 (D.C.Cir.2012) (“Davis I ”), the district court ruled that the District of Columbia violated the False Claims Act when it submitted a Medicaid reimbursement claim for FY 1998 and imposed the maximum penalty of $11,000.
