Conrad F. Matz presented to the Court of Common Pleas of Allegheny County a petition for a writ of peremptory mandamus to secure reinstatement to the position of Chief of Police of the City of Clairton, a city of the third class, which petition, after argument, was dismissed. Shortly thereafter Matz and three other members of the police force, Nick Stephanovic, Harry E. Fulmer and Carl O.
