The above four defendants with Michael A. Connally and Oberlin N. Carter were indicted by the grand jury in the Eastern division of the Southern district of Georgia on December 8, 1899, for conspiring to defraud the United States upon two contracts, one for improving the harbor at Savannah, and the other for work in Cumberland Sound.
