We conclude RCW 9.94A.640 grants discretion to the trial court to grant or deny a motion to vacate a conviction, even if an offender satisfies the statutory criteria. We further conclude the trial court did not abuse its discretion in denying Kopp’s motion under the circumstances of this case.…
