The appellant is a private corporation engaged in the business of manufacturing and selling lumber and lumber products in Chehalis county, in this state. The respondent John G. Lewis is the treasurer of Chehalis county, and ex officio tax collector of the respondent town of Hoquiam, which is a municipal corporation of the fourth class. The town of Hoquiam was incorporated pursuant to the general laws of this state by proceedings had before the county commissioners of Chehalis county.
