Texas Local Government Code chapter 174, also known as the Fire and Police Employee Relations Act, grants fire fighters and police officers in political subdivisions that have adopted the Act the right to collectively bargain with their public employers regarding the terms and conditions *179 of their employment. We recently held in Jefferson County v.
