The plaintiff, the state of Connecticut, 1 appeals 2 from the judgment of the trial court denying its application to vacate an arbitration award in which the arbitrator found in favor of the defendant, the Connecticut State Employees Association, SEIU Local 2001, and concluded that the state had violated a collective bargaining agreement when it unilaterally removed a correction officer from a voluntary transfer list.
