MEMORANDUM DECISION AND ORDER

CLARK WADDOUPS, District Judge.

Defendants have filed a Motion for Summary Judgment, asking that the court rule in their favor on all Plaintiffs’ claims. After a careful review of the record, and for the reasons explained below, summary judgment is GRANTED in part and DENIED in part.

Plaintiffs’ Complaint lists seven causes of action. The First Cause of Action alleges that Defendant Kenneth Thompson (“Thompson”) deprived both Brian and Anna Cardall of their constitutional rights. The Second Cause of Action brings the *1187same claims against Defendant Lynn Ex-cell…
