In the former District Court of Puerto Rico, San Juan Section, Buenaventura Rosario filed a mandamus proceeding against the members of the Insular Police Commission of Puerto Rico and against the Governor of Puerto Rico requesting that he be reinstated to his office of first lieutenant of the Insular Police, and requesting further that he be paid the salaries accrued and not received from the date in which he should have been restored to office until the date in which he should be finally reinstated.
