This controversy presents difficult procedural problems in the fixing of prevailing wage rates for the construction of public projects in Bullitt County. The proceedings were initiated when the County Board of Education planned to build a new high school. A wage rate schedule was promulgated after an initial public hearing conducted by a representative of the Department of Labor, as prescribed in KRS 337.-522(1).
