Appeal by the Industrial Commissioner from a decision of the Unemployment Insurance Appeal Board which reversed the decision of a Referee and overruled the initial determination of the Industrial Commissioner holding claimant ineligible to receive benefits for a six days’ period for failure to file Ms additional claim *554on the day assigned by the commissioner. For the purpose of administering the Unemployment Insurance Law, the Commissioner is given “ power to make all rules and regulations”. (Labor Law, § 530, subd. 1.)
