TAMM, Circuit Judge:

In an effort to combat the recurring problem of Citizens Band (CB) radio interference with television reception, the Federal Communications Commission has adopted rules that generally prohibit the manufacture and sale of certain amplifiers that can be used by CB operators. The American Radio Relay League, Inc.
