The Brotherhood Railway Carmen of the United States and Canada [Brotherhood] appeals from the district court’s finding that the union violated Title VII of the Civil Rights Act of 1964, Pub.L. No. 88-352, 78 Stat. 253, as amended (codified at 42 U.S.C. § 2000e et seq. (1976)), by participating in racially discriminatory promotion practices.
