I must respectfully dissent from the Opinion of my colleagues.

Section 4 of the Act is as follows:

“The bonds herein authorized shall not be issued until the issuance thereof has been approved by a majority of the qualified voters, who are residents and/or land owners of the district, in the special school district voting in a referendum called for such purpose by the Election Commissioners of Gibson County.
