Appeal from a judgment of the Supreme Court (Keegan, J.), entered October 24, 2001 in Albany County, which dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to review a determination of respondent Board of Regents of the University of the State of New York denying petitioner’s request for restoration of his license to practice medicine in New York.

Petitioner’s license to practice medicine, issued in 1972, was revoked in March 1992 as a result of complaints of sexual and verbal abuse by two female patients which were sustained after a hearing. The incidents…
