The case before us presents yet again the question of the scope of judicial review regarding an administrative agency decision. In this instance, Lion’s Manor Nursing Home (Employer) challenged the Employment Security Administration’s 1 (ESA) award of unemployment insurance benefits to Mary T. Juiliano (Claimant). Although Employer did not attend the agency proceedings, it claimed a lack of substantial evidence because only one party presented information and witnesses.
