Since the above entitled action was remanded to this Court, United States v. Charleston County School District, 960 F.2d 1227 (4 Cir.1992), this Court has held various conferences with the attorneys involved. The Court and all of the attorneys agreed that the record was complete on the issues remanded by the Court of Appeals to this court, and that the taking of additional testimony would not be necessary.
