ORDER
OWENS, Chief Judge.
This action for breach of contract and tortious interference with business dealings is presently before the court on the parties’ motions for summary judgment. The plaintiff, Macon-Bibb County Water and Sewerage Authority (“Authority”) is a public body responsible for constructing and managing the water and sewerage system for Macon and Bibb County, Georgia. It owns and operates two treatment and disposal systems which discharge treated sewage effluent into the Ocmulgee River, which in turn flows into the Atlantic Ocean.
