SMYTH, Chief Justice.

The appellants here, as petitioners below, applied to the Supreme Court of the District for a writ of certiorari directed to the Secretary of the Interior, commanding him to certify to the court the records in a proceeding pending before him, to the end that the findings and conclusions which had been reached by him in that proceeding should upon review by the court be set aside as null and void. A rule to show cause was issued, and the Secretary made his return thereto, setting forth the reasons which in his judgment justified his prayer that the rule be discharged and…
