On February 9, 2011, the Court heard arguments on the Defendant’s Motion for Summary Judgment against the Plaintiff, Richmond Redevelopment Housing Authority (“RRHA”). After hearing argument, the Court took the matter under advisement to review 24 C.F.R. §§ 966.4(f)(3) (i), (ii), and (v), as well as Virginia Code § 55-248.31 and all relevant case law in order to determine whether RRHA provided a legally defective notice that would bar its unlawful detainer action.
