Appellant Oklahoma Aerotronics, Inc. (OAI) challenges a decision by appellee *65Small Business Administration (SBA) terminating appellant from the SBA’s 8(a) program for firms owned and controlled by socially or economically disadvantaged persons. The district court granted summary judgment for appellees on two alternate grounds. It found that the SBA’s decision was rational and supported by the record and also that the court could rest its decision on a finding that it had no jurisdiction to hear the case.
