DAMICH, Judge:

In this patent infringement suit Plaintiff Zoltek Corporation claims that the B-2 Bomber Aircraft contains components that infringe U.S. Reissue Patent No. 34,162 (“the '162 patent” or “the Patent”), which covers a method for manufacturing carbon fiber sheet products that have controlled surface electrical resistance. Third party Northrop Gram-man Corporation is the contractor primarily responsible for building the B-2 Bomber for the United States Air Force (“USAF”).
