MEMORANDUM OPINION AND ORDER

Plaintiff Norman David Somerville (“Somerville”) commenced this action by filing a “Petition for Declaratory Relief under 28 U.S.C. § 2201 for “Crime of Violence” Designation under 18 U.S.C. § 4042(b) by Federal Bureau of Prisons.” [R. 2] Finding that the petition set forth a colorable claim for relief, the Court directed service of summons upon Defendants Federal Bureau of Prisons (“BOP”) and BOP Director Harry G.
