The defendants appeal the district court’s judgment and decree finding that the defendants “knowingly and intelligently pursued housing policies and practices which *799were intended to and effectively [did] exclude[] persons of low and moderate income and racial minorities from residing in the County.” The decree permanently enjoined the defendants from “[ejngaging in any conduct having the purpose or effect of perpetuating or promoting racial residential discrimination ... or of denying or abridging the right of any person to equal housing opportunity in DuPage County on…
