MEMORANDUM OPINION

This matter is before the court on cross-motions for summary judgment by plaintiffs, federal defendants and defendants-intervenors. It presents important issues concerning the applicability of the National Environmental Policy Act (NEPA), 42 U.S.C. § 4321 et seq. (1970), to the livestock grazing permit program of the Bureau of Land Management, United States Department of Interior.
